The Masks area allows you to select photo masks for use in your photo collage.  Masks allow you to apply shapes to your photos.

The Masks drop down allows you to select a mask category or view all masks at once.

When you choose a mask, double click or drag it on to your photo collage.  You can also drag a mask on top of an existing photo to apply the mask.
